Overview

NUKO Planning was appointed by the Egerton Trust to provide planning consultancy advice on a constrained backland site in Orford, Warrington. Earlier proposals for the site had presented challenges in terms of neighbouring residential amenity, overlooking and highways, resulting in high levels of public objection and considerable interest from local Members.

Following a successful outcome for a single bungalow in July 2020, NUKO was retained by the Egerton Trust to explore how the development potential of the site could be maximised. We provided pre-planning project management and planning consultancy services, working closely with George Calver Architecture, SCP Highways and the wider consultant team to develop a scheme for five bespoke bungalows.

The proposals were carefully designed around the site's constraints, including its sensitive relationship with surrounding properties and the need for raised finished floor levels in response to the identified 1 in 100 year flood risk.

NUKO led the planning strategy throughout, coordinating the consultant team, managing engagement with Warrington Borough Council and responding to the various technical and design issues raised during the application process. What began as an exercise in unlocking the potential of a difficult backland site ultimately became a five-and-a-half-year planning journey involving multiple iterations, committee consideration, appeals and continued refinement of the scheme.

Challenges

Orford Road was never a straightforward site.

Its backland location created a number of sensitive planning considerations, including relationships with neighbouring properties, residential amenity, overlooking, highway access and flood risk. The scheme also had to respond to ecology and biodiversity requirements, while accommodating raised finished floor levels associated with the site’s flood risk constraints.

Over the course of the project, the proposals were subject to previous refusals, committee consideration, appeal proceedings, design revisions and extensive discussions with officers and consultees.

The scheme attracted significant local interest and scrutiny, with the principle and detailed design of the development tested repeatedly through the planning process. Rather than abandoning the site or pursuing an easier route, the project team continued to refine the proposals, respond to concerns and work collaboratively towards a deliverable solution.

Outcome

Planning permission for five new homes was secured at Planning Committee in September 2026, bringing a five-and-a-half-year planning process to a successful conclusion.

The approval followed multiple iterations of the scheme, previous refusals, appeal proceedings and detailed consideration of matters including flood risk, ecology, biodiversity, highways, design and residential amenity.

The eventual decision demonstrated the value of persistence, collaboration and a willingness to keep refining a proposal on a challenging site. Through continued engagement with Warrington Borough Council, Members and the wider consultant team, NUKO helped unlock an underused site and secure permission for five much-needed new homes.

For NUKO, the project is a strong example of the role that sustained planning strategy and effective project coordination can play in bringing difficult sites forward, even where the route to permission is far from straightforward.
