Harry Dodd
Managing Director
Harry is a Chartered Town Planner and founding director of NUKO Planning, with over a decade of experience across planning consultancy, development delivery, and strategic estate management. He leads on a wide range of projects across England and Wales, guiding clients through every stage of the planning process, from early feasibility and strategy to permission and delivery. His expertise spans residential, industrial, and green belt development, supported by a deep understanding of planning policy, design, and commercial viability.
Alongside his role at NUKO, Harry has provided senior advisory support to government and national bodies on estate investment and capital programmes, bringing valuable strategic insight to his consultancy work.
Harry’s leadership and balanced, pragmatic approach continue to shape NUKO’s reputation for delivering clear, effective, and achievable planning outcomes.
David Gratrix
Executive Development Director
David is a senior estates and construction specialist with 25+ years’ experience delivering high-performing NHS and public sector developments. A leader in PPP and complex healthcare projects, he brings schemes in on time, on budget and built to adapt, always focused on long-term value and lower whole-life costs.
He has led and delivered over £120m of NHS and mixed-use developments, including 14 major schemes and two carbon-negative projects, following senior roles at BAe Estates, Balfour Beatty and Alfred McAlpine. Now working independently with NHS ICBs and GP clients, David also created ZCap, an award-winning shared-ownership model that gives the NHS flexibility with minimal risk.
Jordan Fleming
Technical Delivery Director
Jordan ensures projects are delivered efficiently, accurately and to the highest professional standards. Overseeing the technical delivery of planning applications, coordinates specialist consultants, manages submissions, and leads the quality assurance process across the company's work.
With experience across a broad range of residential, commercial, rural and Green Belt developments, Jordan is committed to delivering clear advice, maintaining high-quality standards and providing clients with a professional, proactive service throughout the planning process.
Alongside his role at NUKO, Jordan works within the affordable housing sector, supporting the planning and delivery of large-scale residential developments. This experience provides valuable insight into the strategic, commercial and technical considerations of major housing schemes, strengthening the advice and practical expertise he brings to NUKO's clients.
